Main Abstract

This study examined Artificial Intelligence (AI) and public service delivery in Nigeria, with specific focus on selected Ministries, Departments and Agencies (MDAs) in Rivers State. It was guided by three objectives: to determine the extent of AI adoption in the selected MDAs, to examine the effect of AI adoption on the efficiency of public service delivery, and to identify the challenges militating against AI adoption in public service delivery in Rivers State. The study adopted a survey research design. The population comprised 850 civil servants drawn from five purposively selected MDAs in Rivers State, from which a sample size of 272 was determined using the Taro Yamane formula. A structured questionnaire, validated by experts and tested for reliability using Cronbach's Alpha (α = 0.81), was the main data collection instrument. Of 272 copies administered, 250 were correctly completed and returned, a 91.9% response rate.

Data were analysed using descriptive statistics (frequency counts, percentages, and mean scores) and inferential statistics (Pearson Product Moment Correlation, simple linear regression, and one-way Analysis of Variance) at the 0.05 significance level, using SPSS version 26. Findings revealed that AI adoption in the selected MDAs is still at a moderate level, dominated by basic automation and digital record-keeping rather than advanced machine learning applications. The study further found a significant positive relationship between AI adoption and the efficiency of public service delivery (r = 0.612, p < 0.05), indicating that increased AI adoption is associated with improved service delivery outcomes such as reduced turnaround time, transparency, and citizen satisfaction. However, no statistically significant difference was found in employees' perception of AI adoption based on years of work experience (F = 1.87, p > 0.05).

The study identified inadequate ICT infrastructure, low digital literacy among staff, poor funding, cybersecurity concerns, and resistance to change as the major challenges confronting AI adoption in the Rivers State public service. It concludes that while AI holds considerable promise for transforming public service delivery in Nigeria, its full potential remains constrained by infrastructural, financial, and human capacity deficits, and recommends increased budgetary allocation for ICT infrastructure, mandatory digital literacy training for civil servants, and a comprehensive AI adoption policy framework for the public service.

These challenges have persisted despite successive administrative reforms, including the Civil Service Reform of 1988, the Public Service Reform of 1999, and more recent initiatives such as the Government Integrated Financial Management Information System and the Treasury Single Account.

The emergence of the Fourth Industrial Revolution, driven substantially by Artificial Intelligence, has opened new frontiers for rethinking how public institutions organise, process, and deliver services to citizens. Artificial Intelligence, broadly defined as the capability of machines to perform tasks that would ordinarily require human intelligence — such as learning, reasoning, problem-solving, and decision-making — has been adopted across sectors including banking, healthcare, agriculture, and increasingly the public sector. Governments worldwide are deploying AI-driven tools such as chatbots, robotic process automation, predictive analytics, biometric identification systems, and machine-learning-based decision support systems to enhance the speed, accuracy, and transparency of public service delivery.

In Nigeria, the adoption of AI in public service delivery is still at a nascent stage compared with countries such as Estonia, Singapore, and the United Arab Emirates, which have integrated AI extensively into their public administration systems. Nonetheless, some inroads have been made. The Federal Government's National Artificial Intelligence Strategy, the deployment of the National Identity Management Commission's biometric database, the use of chatbots by agencies such as the Federal Inland Revenue Service and the Nigeria Immigration Service, and various e-governance portals at the sub-national level all point to a gradual, if uneven, embrace of AI-driven tools in government business, a direction NITDA has continued to build out through its AI strategy implementation work.

Rivers State, as one of Nigeria's most economically strategic states and home to a considerable concentration of Ministries, Departments and Agencies, presents an instructive context within which to examine the intersection of AI adoption and public service delivery. The state government has, in recent years, articulated a digital transformation agenda intended to reposition its civil service for efficiency and accountability. However, the extent to which AI technologies have been integrated into everyday administrative processes, and the effect of such integration on service delivery outcomes, remains largely under-researched. It is against this backdrop that this study investigates Artificial Intelligence and public service delivery in Nigeria, with specific reference to selected MDAs in Rivers State.

Statement of the Problem

Despite the enormous promise that Artificial Intelligence holds for transforming public administration, the Nigerian public service, including that of Rivers State, continues to grapple with inefficiency, delays in service delivery, poor data management, corruption, and low citizen satisfaction. Processes that ought to take a few minutes with the aid of automated systems — such as the issuance of certificates, processing of pension claims, tax remittance, and land documentation — often take weeks or months to conclude, largely due to manual, paper-based procedures that are prone to human error and manipulation.

While the theoretical case for AI adoption in public service delivery is well established in the literature, empirical evidence on the actual level of AI adoption, its effect on service delivery efficiency, and the peculiar challenges confronting its implementation within Nigerian sub-national public services remains scanty. Most existing studies on AI and governance in Nigeria have focused on the federal level or on specific sectors such as banking and health, with limited attention paid to state-level MDAs. Furthermore, there is a dearth of empirical studies that specifically interrogate the perception of civil servants, who are the direct implementers of AI-driven reforms, regarding the adoption and effectiveness of these technologies. This gap creates a problem for policy formulation, as government cannot design effective AI adoption strategies for the public service without a clear understanding of the current state of adoption, its actual effect on service delivery, and the specific barriers that impede its implementation — the gap this study seeks to address.

Aim and Objectives

The aim of this study is to examine the relationship between Artificial Intelligence adoption and public service delivery in selected Ministries, Departments and Agencies in Rivers State. The specific objectives are to:

This study is significant on several fronts. Practically, the findings provide the Rivers State Government and other state governments in Nigeria with empirical evidence on the current state of AI adoption in their MDAs, its effect on service delivery, and the peculiar challenges that need to be addressed, assisting policymakers in designing appropriate digital transformation strategies, budgetary allocations, and capacity-building programmes for the public service. The study is also beneficial to civil servants, highlighting the specific competencies and training needs required to work effectively with AI-driven systems, and serves as reference material for scholars and students interested in public administration, e-governance, and information technology, while stimulating further empirical inquiry into AI adoption across other states and sectors in Nigeria. Scope of the Study

This study is conceptually restricted to the examination of Artificial Intelligence adoption and its effect on public service delivery. Geographically, it is delimited to Rivers State, Nigeria, with specific focus on five purposively selected Ministries, Departments and Agencies, namely: the Ministry of Finance, the Ministry of Budget and Economic Planning, the Rivers State Sustainable Development Agency, the Bureau of Public Service Reforms, and the Ministry of Information and Communications. These MDAs were selected on account of their relatively higher exposure to digital transformation initiatives within the state public service. The study covers civil servants at various cadres within these MDAs, and data collection was undertaken over the course of the 2026 academic and fiscal year.

Operational Definition of Terms

Artificial Intelligence (AI): Computer systems and software applications capable of performing tasks that typically require human intelligence, including automation, data analytics, chatbots, biometric verification, and machine-learning-based decision support tools, as deployed within the selected MDAs.

Public Service Delivery: The process by which government MDAs provide services, information, and administrative outputs to citizens and other stakeholders, measured in terms of speed, accuracy, transparency, and citizen satisfaction.

MDA (Ministry, Department and Agency): Any of the constituent administrative units of the Rivers State Government responsible for the formulation and implementation of specific government policies and programmes.
