This study examines the impact of artificial intelligence on public service delivery in Nigeria, with a focus on selected federal ministries and agencies in Abuja between 2019 and 2024. The study is motivated by the growing adoption of AI-driven technologies, including chatbots, algorithmic decision-making systems, biometric identification platforms, and data analytics tools, across Nigerian public institutions, and by the limited systematic empirical evidence on their effects on service efficiency, citizen satisfaction, and institutional accountability. Using a descriptive survey design and a structured questionnaire administered to 240 civil servants drawn from four federal agencies, the National Identity Management Commission, the Federal Inland Revenue Service, the Nigerian Immigration Service, and the Federal Road Safety Corps, the study collects both quantitative and qualitative data on respondents' experiences with, and perceptions of, AI-enabled service delivery systems.

In Nigeria, this transformation is occurring within a specific political economy context that makes it simultaneously more necessary and more complicated. Nigeria's public service has long been characterised by structural inefficiencies, bureaucratic inertia, widespread corruption, and a persistent service delivery gap that has eroded public trust in government institutions. Nigeria's Human Development Index score places it well below the global average, reflecting a public service system that consistently underperforms on critical development indicators including health, education, and basic infrastructure. The National Information Technology Development Agency has since developed a series of AI roadmaps and frameworks positioning AI deployment in the public sector as a priority for achieving the country's economic diversification goals.

Practical AI applications in Nigerian public institutions have been expanding across several domains. The National Identity Management Commission has deployed biometric AI systems for National Identity Number enrolment and verification, processing tens of millions of registrations and integrating with telecommunications, banking, and social intervention programmes. The Federal Inland Revenue Service has introduced AI-powered tax analytics and compliance monitoring systems that cross-reference taxpayer data from multiple sources to detect under-reporting and evasion. Several critical questions remain poorly answered: to what extent have AI systems actually improved the speed and quality of service delivery as experienced by public servants and citizens, what structural barriers limit effective deployment, how do public servants perceive AI-driven changes to their roles, and what governance frameworks are needed to ensure that AI adoption is not only efficient but equitable and accountable?

This study addresses these questions through a systematic empirical investigation of AI adoption and its service delivery impacts in four selected federal agencies, NIMC, FIRS, NIS, and FRSC, which represent some of the most advanced AI adopters within the Nigerian public service. Scholars have long argued that digital-era governance requires a fundamental rethinking of the bureaucratic model, moving away from New Public Management's contractualism toward a more integrated, digital-first form of public administration, and this study contributes to that literature by providing empirical evidence from a Nigerian public administration context that remains significantly underrepresented in global scholarship.

Statement of the Problem

Nigeria's public service faces a persistent legitimacy crisis rooted in chronic inefficiency, corruption, and a widening gap between citizen expectations and institutional performance. Citizens routinely encounter excessive waiting times, opaque bureaucratic procedures, manual documentation requirements, arbitrary decision-making, and a culture of rent-seeking that has made routine government transactions, obtaining a passport, registering a vehicle, filing a tax return, or accessing social welfare benefits, unnecessarily burdensome and uncertain.

While artificial intelligence technologies offer genuine potential to address some of these structural pathologies, by automating routine tasks, standardising decision-making, improving data quality, and reducing human discretion in service delivery, the adoption of AI in Nigerian public institutions has thus far been characterised by fragmentation, inadequate implementation planning, and a lack of rigorous monitoring and evaluation frameworks. Technology deployments have often been driven by vendor marketing, donor conditionality, or political signalling rather than by carefully assessed operational needs and a systematic understanding of the conditions required for successful implementation.

The consequences of this implementation gap are significant. AI systems that are poorly designed, inadequately resourced, or deployed without sufficient staff training and organisational change management can entrench existing inefficiencies, introduce new forms of bias and error, and deepen exclusion among digitally marginalised citizens. Evidence from other developing-country contexts suggests that premature or poorly governed AI deployments in the public sector can cause real harm, particularly to vulnerable populations who lack the digital access, literacy, and legal recourse needed to challenge automated decisions that affect their access to services and benefits.

In Nigeria, these risks are compounded by structural weaknesses including inadequate broadband infrastructure, persistent electricity supply deficits that limit the operational reliability of digital systems, a civil service with generally low digital literacy, weak data governance frameworks, and the absence of a comprehensive legal framework for AI regulation and algorithmic accountability. According to the Nigerian Communications Commission's industry statistics, internet penetration remains a persistent constraint on how far digital and AI-enabled service delivery can reach. Scope of the Study

This study focuses on the federal tier of government in Nigeria, examining four agencies, the National Identity Management Commission, the Federal Inland Revenue Service, the Nigerian Immigration Service, and the Federal Road Safety Corps, all headquartered in or with major operational offices in Abuja, FCT. The term encompasses both narrow AI systems designed for specific tasks and the broader ecosystem of AI-related technologies including robotics, biometric recognition, and intelligent automation.

Public Service Delivery: The processes, mechanisms, and institutional arrangements through which government agencies provide services to citizens, including both transactional services, issuing documents, processing applications, and substantive services, providing welfare benefits, enforcing regulations.
