Government and donor-funded ICT infrastructure has reached a good number of Nigerian public secondary schools over the past few years — computer labs, projectors, occasionally interactive whiteboards. Main Abstract

This study examined technology integration in classroom instruction, focusing on selected public secondary schools in Port Harcourt City Local Government Area, Rivers State. The growing availability of digital tools such as computers, projectors, interactive whiteboards, and internet-enabled devices has generated real interest in how far teachers actually integrate these tools into everyday classroom instruction, and what effect that integration has on teaching and learning quality. The study was guided by five objectives, five research questions, and three hypotheses examining the influence of ICT infrastructure availability, teachers' ICT competence, and institutional support on the extent of technology integration and its effect on instructional quality.

A descriptive survey design was adopted, and a structured questionnaire built on a five-point Likert scale was administered to a sample of 280 teachers drawn from eight purposively selected public secondary schools, using stratified random sampling from a population of 850 teachers. Data from 262 valid respondents were analysed using descriptive statistics (frequency counts, percentages, means, and standard deviation) and inferential statistics (Pearson Product Moment Correlation and simple linear regression) using SPSS version 26.

Findings revealed a statistically significant positive relationship between technology integration and the quality of classroom instruction (r = 0.63, p < 0.05), and that teachers' ICT competence significantly predicted the extent of technology integration, accounting for approximately 33% of the variance. The study also found that inadequate ICT infrastructure, insufficient training opportunities, large class sizes, and epileptic power supply were major barriers to effective integration in the selected schools. It concludes that technology integration is a significant driver of instructional quality and recommends increased investment in school ICT infrastructure, regular in-service ICT training for teachers, and the incorporation of technology-based pedagogy into teacher professional development programmes in Rivers State.

Despite these policy pronouncements, the actual extent of technology integration in Nigerian classrooms, particularly within the public secondary school system, remains highly variable. Some schools have made real progress in acquiring and using ICT tools for instruction, while many others continue to rely almost exclusively on chalk-and-talk teaching, with digital tools, where available, sitting underused. Several factors shape how much integration actually happens: the availability of ICT infrastructure, teachers' digital competence and confidence, institutional and administrative support, and teachers' own beliefs about the value of technology in instruction.

In Port Harcourt City Local Government Area, Rivers State, public secondary schools have, to varying degrees, received ICT infrastructure through government and donor-supported interventions — computer laboratories, projectors, and in some cases interactive whiteboards. Anecdotal reports, however, suggest considerable variation in how much teachers in these schools actually integrate such tools into day-to-day instruction, raising real questions about what facilitates or hinders effective integration, and whether such integration, where it happens, genuinely improves instructional quality.

Statement of the Problem

Despite considerable investment in ICT infrastructure across public secondary schools in Rivers State, classroom observation reports and informal accounts from education stakeholders suggest that a significant proportion of teachers continue to rely predominantly on traditional instructional methods, with limited and inconsistent use of the digital tools available to them. This persistent gap between the availability of ICT infrastructure and its actual pedagogical use raises real concerns about the effectiveness of technology-related educational investments and policy interventions.

Several factors have been suggested as possible explanations for this gap, including inadequate teacher training on the pedagogical integration of technology, low teacher confidence and competence with digital tools, insufficient technical and administrative support within schools, and large class sizes that constrain the practical use of limited ICT resources. Yet there remains limited empirical evidence, specific to public secondary schools in Port Harcourt City Local Government Area, on the actual extent of technology integration, its key determinants, and its effect on classroom instruction quality. This knowledge gap constrains the ability of school administrators and education policymakers to design targeted, evidence-based interventions to improve technology integration in classrooms — the gap this study seeks to address.

Aim and Objectives

The aim of this study is to examine technology integration in classroom instruction in selected public secondary schools in Port Harcourt City Local Government Area, Rivers State. The specific objectives are to:

1. Examine the extent of ICT infrastructure availability in the selected secondary schools.

3. Determine the extent of technology integration in classroom instruction among teachers in the selected schools.

4. Evaluate the effect of technology integration on the quality of classroom instruction.
